Romans 13:1

 “Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God.”

Read all of Romans 13

 Willful submission to anyone or any institution not natural.  Ordinarily, we are self willed and tend toward selfishness.   An exhortation like this on in Romans 13, presupposes the sovereignty of God… and heart that has been/in being refashioned by the Spirit of God to conform to His.  So much is this the case that in another place, the Apostle Paul says in I Corinthians 2:14 that:

 “But the natural man does not receive the things of the Spirit of God, for they are foolishness to him; nor can he know them, because they are spiritually discerned.”

 In other words, when we hear exhortations from the Word of God and want/purpose to fulfill them, it’s a pretty good indicator that our hearts are being sculpted from above.   In the same passage we read a little bit earlier:

 12 “Now we have received, not the spirit of the world, but the Spirit who is from God, that we might know the things that have been freely given to us by God.”
